Are those average rents the open market rents or do they include people paying way below the open market? NS uses the later in their secondary suite incentive which makes it useless.

I got a raise in 2022 because I was going to quit, this year I asked for a raise since it’s been 2 years since my last one. Now I’m looking for a job because they canceled the contract. I wonder why!!
