It falls very short in the west that has been historically isolated. A rapid overland route to Derry via the old Antrim->Toome->Magherafelt route makes far more sense, also Cookstown & Dungannon

Start small and put frequent, affordable trains to to the airports and and to the other major towns around the north. The rest will sort itself out in time.
