Try using red to color correct the dark blue tones of the tattoo first. Then powder. Then go over it with a full coverage product that match the model skin.

I worked at MAC for 5 years and we actually go through a test for tattoo cover ups- highly recommend using an orange corrector & then Mac Studio finish concealer (cream) & top with studio fix foundation powder. It will completely cover it!
