I’ve done that way before except first layer over foam is fiberglass cloth in resin. It lasts longer than welded in steel when done right.

He just showed you how not to fix that fender!! that rust will be back in 4 months never use foam foam holds moisture! cut out the bad metal and replace easy peasy

I did that to my 1995 f150 smaller spot but it lasted 8 years no one could tell started bubblin out when I sold it but lasted 218k miles and 8 years
