You could also ask your Horse to bring his head down if it’s too tall one way to ask your Horse to bring his head down is just put your arm gently on the back of your horse’s neck and push down not too much pressure but enough to make the Horse agree and put their head down willingly then you can put the halter on and have no issues with height or you can’t reach because your horse is too tall. Hope this helps.😁
