It doesn’t look like they’re filled all the way. I don’t think the edges were supposed to stick up. Also, it seems a little smaller gravel would have been more ideal here.

If it’s like mind you’re supposed to fill it with a find rock blend like 3/8 minus. Then put the decorative rock over it
