if they won't hit mullet or anything else try live shrimp, the one tarpon I've ever hooked was on live shrimp after throwing mullet at them all day, shrimp got hammered instantly

Try throwing some 80lb flouro and maybe a little bit bigger circle hook for a better chance to land them if you get a bite. If you don’t hook them perfect they will chaff through 60lb.
