Pullovers are not a “bad” exercise, nor are they “zero lats”…but they are certainly not “more lats” than a pulldown (especially some arbitrary/non relative % more…). Pull-downs will load both functions of the lats (loading the shoulder girdle and shoulder joint in tandem), while pull-overs will only directly load one of the functions. Put simply: pull-downs want to pull your arm up but they also want to “shrug” your shoulders/pull them forward. This “shrugging” force is great for lat training. Pull-overs miss that to a large degree, at least based on the way most set them up, especially with DBs. If you only load motion of the arm and not the shoulder girdle (as in a pull-over), you’ll be missing out on a TON of length that the lats could otherwise achieve (as well as “leverage” in the motion relative to other muscles). Again, this doesn’t make the pull-over bad, but it does make the pull-down more specific to lat training in comparison.
