normally just rules to keep the houses the same or just looking nice, fines for leaving out rubbish or letting your front garden get overly messy looking. The home owners association' it's basically a group ran by the people in a neighbourhood that has rules to keep the neighbourhood nice but sometimes it gets a bit much lol.
