In the Halo lore the Covenant often did this, just glassed the entire planet from orbit and while humans could hold their own on the ground, they just couldn't win in space, thus almost losing the war

Because most planetary defense are better than a ship. Bigger gun, bigger shield, and a lot of manufacture capability. You will run out of ship before all those defense are down without land invasion.

It's because bombing from so far away doesn't have the precision to decrease their fighting capabilities significantly. You need to control ground so that the enemy loses the ability to resist.
