If the actor opens it up to look then the armorer could claim it was tampered with after they handed it off and I would agree. It should be 100% confirmed at that handoff.

The problem is, the aromorer is the only one who's supposed to provide a weapon, and ammo - and they're suppose to ensure no live ammo is anywhere within MILES of that weapon in the first place
