I explain this same thing to my patients. Ur insurance is a form of payment like a credit card. If it declines or u don’t have any..YOU are responsible to pay with another form of payment.

In many areas of Houston cops (allegedly) will literally just tell you to use your insurance when yet another unlicensed/uninsured person causes an accident
