Good breakdown. I thought we were using the Borda method (diff pts per rank), but this helped explain the run-off method. Lower preferences are back-up contingencies.

why are only the ballots of the people who chose the winner used to determine the other winners? like, if someone voted for apple fritter as their #1, would their whole ballot just be ignored when 1/2

What about the one ballot that had only one option filled in? (by anonymous) Is that considered a proper ballot or would it be incomplete? what if a majority only fills out a portion?
