some people are saying this a horrible system but I think it could work if they had trained volunteers who live nearby who are trained to close the road and ready the hydrants before they get there

In the US, fire hydrants are on the walkway. So cars don’t hit them but they’re still easily accessible.

I live in a colder part of the US and we have above ground hydrants. Water doesn't freeze in them. So why are these hydrants underground?
