I have 2 kids in car seats that require the top tether, I’m in a F150 instructions say to hook it to the loop to the seat next to it (middle seat) but do I hook each tether to the same loop?

CO question: new law about forward facing-the language seems to imply they must be older than 2 AND 40 lbs. my 2.5 year old is only 3 inches away from needing to forward face-but she’s only 30 lbs
