A lot of people get this mixed up- a lot of people also don’t understand how the iCloud Photos function works as it’s a sync service not a “backup/storage” unless you’ve turned it off all your devices

That just buys you storage up in the cloud, does not increase the phone storage. You chose how much phone storage you want when you buy your phone with that amount of storage. Less = cheaper
