Baseball wants to speed up the game, if you’re gonna pinch run, the hitter should just go back to the dugout after the intentional walk. Touching 1B is semantics. Shouldn’t be necessary.

But isn’t it a rule that you’re not allowed to make a substitution until the play is completely dead. For example, if I get walked, they can’t sub in a pinch runner until AFTER I touch 1st, right?
