The House voted 273โ€“147 on Friday to approve a bill to reauthorize a controversial spy power, notching a win for Speaker Mike Johnson (R-LA) on his fourth attempt to get the bill out of the chamber.   More Democrats (147) than Republicans (126) voted in favor of reupping Section 702 of the Foreign Intelligence Surveillance Act (FISA).   This version of the bill would reauthorize the program for two years instead of the five years that was rejected Wednesday when 19 House conservatives banded with Democrats to sink a procedural vote on the bill.   The shorter timeframe was enough to mollify the holdouts as well as former President Trump with the idea that he could be back in the Oval Office when the program is due for another reauthorization.   Section 702 allows the government to conduct targeted surveillance on foreign nationals outside the U.S. without obtaining a warrant.   Lawmakers from both parties have raised concerns about the incidental collection of Americansโ€™ data through 702, but disagreements on how to reform the program had hampered earlier reauthorization efforts.   The House rejected five amendments before the final vote, including one from Rep. Andy Biggs (R-AZ) that would have required the government to obtain a warrant to review information collected on Americans who are communicating with the foreign targets.   The White House supports the bill but strongly opposed the Biggs amendment, which failed to be adopted after a 212โ€“212 tie vote that drew support from both Republicans (128) and Democrats (84).
