You don't need your wife's permission to marry another one unless it was already mentioned in the marriage contract (nikah) and it is not valid to divorce unless that was mentioned

I think people forget that the Qur'an is talking about back then and not now. The Qur'an said this as back then there were more woman than men (in the Qur'an it says for every 50 women there was 1 man I believe) and at the time a woman had to be married in order to do things. Most jobs were done by men so women needed to be married to have a provider. Therefore, Allah permits men to have had 4 wives as there were many women that could not find husbands.
