Kigali, May 1979: The Franco-African summit in Rwanda was marred by controversy from the outset, as leaders remained divided over the atrocities in the Central African Empire (now the Central African Republic). A tragic incident occurred in Bangui when over 50 schoolchildren were killed for protesting against compulsory uniforms. Emperor Jean-Bédel Bokassa, the leader of the Central African Empire, vehemently denied these reports and challenged the international community to provide evidence. France, a key ally of the regime, threatened to withdraw aid if the allegations were proven true. The summit suffered a significant setback when the Chadian delegation, led by General Djogo, the Vice-President of the Provisional Government in N'Djamena, walked out in protest. Several other delegations questioned the legitimacy of Djogo's government. President Léopold Sédar Senghor of Senegal proposed an open discussion on the security of Africa, but his request was dismissed by the host country and the French delegation led by Valéry Giscard d'Estaing. Among the leaders present were several African heads of state, including Presidents Jean-Baptiste Bagaza of Burundi, Jean-Bedel Bokassa of the Central African Empire, Ahmed Abdallah of Comoros, Houphouët-Boigny of Côte d'Ivoire, Hassan Gouled of Djibouti, Giscard d'Estaing of France, Omar Bongo of Gabon, Col Moussa Traoré of Mali, General Habyarimana of Rwanda, Leopold Senghor of Senegal, General Gnassingbe Eyadéma of Togo, General Sangoule Lamizana of Upper Volta (now Burkina Faso), and Maréchal Mobutu Sese Seko of Zaire.
