I think the fish line might have cut of circulation of the leg until the leg had necrosis and it deattached itself from the seagull, the only best thing you could've done was to take out the

It looks like the fishing line was tight enough to cut circulation, the leg below the line died and fell off, and it has healed above the line. He should hopefully be pain free.
