if this is happening when updating, it could be a staging disk issue rather than a internet one. steam has a bad habit of choosing failing drives for patching even if it's not where the game is.

fun fact, if you change your location from where youre downloading on steam to a country with a lower gaming population, you can actually download games faster. I've done it a few times, and it works!
