The City of London is most definitely part of the UK. It is treated quite differently constitutionally but that is not the same as it being a separate entity.

he is technically wrong on a number points (City of London is part of the UK, it is part of EU, all businesses have a vote for council not just the banks). I think he is making more a rhetorical point about why finance in the city has flourish whole the rest of the UK hasn't
