You don't need a special liscence to pull a regular trailer. You need a special liscence to pull trailers over a certain weight, lile boat trailers, horse trailers or camper trailers...

There are food stamps, they are just not given out much. It's a last resort thing if a person who gets welfare is out of money for the month and can't get money otherwise.

The trailer pulling is not 100% correct. It's allowed to pull a trailer with your normal license up to 750kg. Above you'll need a extra license.
