Russia probably will continue to do nothing. In a conventional war against NATO they wouldn't last a week and they clearly know that, despite the bluster. A nuclear war would have no winners either so Russia's choice is to just take it, like they have for every other red line and still do not look like losing, suffer a massive defeat or wipe out humanity. There is clearly only one rational choice. The real question is how rational is Russia at the moment.
