It lists the family's names, their monthly subsidy, and one other thing: the name and personal phone number of the Party official whose career depends on getting that specific family out of poverty. Between 2013 and 2020, China registered 89.62 million people across 832 counties into a national poverty file system. Each household got a checklist: no worry about food or clothing, plus guaranteed education, basic medical care, and safe housing. And each household got a cadre. Roughly three million officials were dispatched into villages to manage individual files. If your assigned households didn't clear the poverty line, you lost promotion eligibility, bonuses, sometimes salary. At least 1,800 cadres died during the campaign, including a 30-year-old graduate named Huang Wenxiu, swept away by a flash flood while driving to survey households. Western anti-poverty systems count people in poverty nationally and distribute resources through agencies. There is no per-household file with a named official accountable for that file clearing. No one loses their job if a specific family is still poor next year. China didn't just throw resources at the problem. It reformatted the problem itself: five indicators, a checklist, a name on a nail. The tool doesn't exist in the West because the frame that would generate it was never installed. And that's worth sitting with, regardless of what you think about the politics.
