Western anti-poverty systems count people in poverty nationally and distribute resources through agencies. There is no per-household file with a named official accountable for that file clearing. No one loses their job if a specific family is still poor next year. China didn't just throw resources at the problem. It reformatted the problem itself: five indicators, a checklist, a name on a nail. The tool doesn't exist in the West because the frame that would generate it was never installed.
