The OT won't be taxed bc there won't be any OT. It'll count towards PTO. Once you reach your cap however, you'll get no OT. And when you take your PTO, it'll be taxed as usual.

I believe the reason that no taxes on overtime is simple, no payments for overtime- it’s within the Project 25 program - workers (In theory) get time off (at the employers discretion)
