Ronald Rowe, the acting director of the Secret Service, on Thursday called the July 13 assassination attempt of President-elect Trump an “abject failure” of the agency and pledged “accountability.”   “That abject failure underscored critical gaps in Secret Service operations, and I recognize that we did not meet the expectations of the American public, Congress and our protectees,” Mr. Rowe told a House task force investigating both that July 13 rally in Butler, Pennsylvania, and the Sept. 15 assassination attempt in West Palm Beach, Florida.   Mr. Rowe, who took over the agency after the previous director, Kimberly Cheatle, resigned in the wake of the Butler shooting, said the agency has made numerous changes to its operations and that disciplinary actions were taking place.   “Let me be clear, there will be accountability, and that accountability is occurring,” he said without specifying how many employees might be disciplined or if anyone would be fired.   The gunman climbed onto the roof of a nearby building and fired several shots during the campaign rally, hitting Mr. Trump in the ear, killing a rallygoer and wounding several others.   Multiple investigations have focused on why the building was not secured and faulted the agency for its advance work and communications on the day of the event.   Mr. Rowe highlighted operational changes since the shooting, including using more agents and expanding its use of drone technology, as well as requiring Secret Service personnel to be in a unified command post with state and local law enforcement to improve communication.   “It has been my singular focus to bring much needed reform to the Secret Service.
