One day after Republicans blocked a national security supplemental package that included foreign assistance and the bipartisan border security bill, the Senate advanced a similar measure on Thursday that excludes the border provisions.   The $95 billion bill, which stripped out all the border provisions except the FEND Off Fentanyl Act, includes $60 billion in military support for Ukraine, $14.1 billion in security assistance to Israel, $9.2 billion in humanitarian aid to Palestinians and Ukrainians, $4.8 billion for the Indo-Pacific, and $2.4 billion for U.S. military operations in the Red Sea.   The 67–32 vote surpassed the 60 votes needed to invoke cloture on the motion to proceed to the bill.   Seventeen Republicans voted in favor: Sens. Mitch McConnell (KY), John Thune (SD), Shelley Moore Capito (WV), Bill Cassidy (LA), Susan Collins (ME), John Cornyn (TX), Joni Ernst (IA), Chuck Grassley (IA), John Kennedy (LA), Jerry Moran (KS), Lisa Murkowski (AK), Mitt Romney (UT), Mike Rounds (SD), Dan Sullivan (AK), Thom Tillis (NC), Roger Wicker (MS) and Todd Young (IN).   Independent Sen. Bernie Sanders (VT) voted against, and Republican Sen. Cynthia Lummis (WY) did not vote.   Unless an agreement is reached, there will now be up to 30 hours of post-cloture debate on the motion to proceed to the bill before a vote to officially start debate can take place.
