National Security Adviser Mike Waltz on Thursday refused to say that Russia was responsible for the war in Ukraine as he warned Kyiv about hurling “insults” at President Trump.   “Some of the rhetoric coming out of Kyiv, frankly, and insults to President Trump were unacceptable,” Mr. Waltz told reporters at the White House.   “President Trump is obviously very frustrated right now with President Zelensky, the fact that he hasn’t come to the table, that he hasn’t been willing to take this opportunity that we have offered.”   President Trump this week said Kyiv “started” Russia’s 2022 invasion and branded the Ukrainian leader a “dictator without elections.”   President Zelensky accused the American president of parroting Kremlin talking points and living in a “disinformation space.”   The traded barbs came after Ukraine was not invited to a high-level meeting of U.S. and Russian officials in Saudi Arabia on Tuesday.   Ukraine also rejected President Trump’s proposal for the country to turn over to the U.S. vast amounts of its mineral resources as a form of repayment for past military aid.   Mr. Waltz urged Kyiv to accept the U.S. proposal to give half of its rare earth minerals in exchange for U.S. investment in Ukraine, calling it a “historic opportunity.”   “There are tremendous resources there,” he said. “Not only is that long-term security for Ukraine, not only do we help them grow the pie with investments, but we do have an obligation to the American taxpayer in helping them recoup the hundreds of billions that have occurred.”   Mr. Waltz demurred again about who started the war after being presented with an op-ed he wrote as a congressman in 2023 in which he said: “Putin is to blame, certainly, like al-Qaeda was to blame for 9/11.”   “It shouldn’t surprise you that I share the president’s assessment on all kinds of issues,” he said. “What I share the president’s assessment on is that the war has to end.” #ukrainewar #trump #zelensky #cspan
