Yes, when it is in the beginning. These people take pride in what they do. Now, I am sure there still are hardworking people, but if top management culture is toxic, what's the point.

As I know other countries pump money into maintaining mrt system, they lost money every year, look at our mrt system year end report then know how much they spending in maintenance.

You need to hire a very good and dedicated maintenance team and offer a very good pay. Nothing comes cheap.
