Neither the law nor any institution may write a rule or a law that violates or negates your rights so even if that’s a college rule on their campus and itself becomes another federal civil case this kid would have he would get paid. He wouldn’t even need to go back to school.

obstruction if there wasn't a crime committed? cops only have authority when someone is about to,in the process of, or had broken a law. otherwise their commands have to be backed by a law
