if the school is not concerned and they threaten the person that made the police report I would assume that the reason why the parents didn't file a police report is because the school is possibly threatening them?

I'm in Canada. Once the complaint is filed and the evidence gathered, it's the Crown Attorney (DA) who decides to proceed, for good reason.
