Nobody tells you that these "radios" can't just be tuned to a station. You need to buy a separate programmer and use an app to program them.

how do you program that thing I bought a programming thing for I don't got college education to program it and scan doesn't work shows the station but you can't hear nothing but static

That radio would not work for a fire department to talk to 911 dispatch. Maybe they use them to play hide and seek in the station but that's it.

The other problem is that most fire departments have gone over to the 700-800 mhz band which those radios will not tune to. Those are primarily used by ham operators me included.
