I have noticed you can still have decent compression but no vacuum if it won't pull the gas in it won't run

Yes definitely low compression but if it’s dropping after then you need to change the valve in the tester. It should never drop after your done testing

Yep if pressure is bleeding off it probably needs new rings and piston if you can save the cylinder . It would be less compression before the oil was put in cylinder. So your probably right on that

the plastic seal in the carb bad that regulates the gas the rings may be bad due to unmixed gas.

Get a compression tester like this one ECHO 91147 I’m not joking an automotive tester doesn’t work correctly with these little engines

it should still run many factors to static compression readings we were taught to do the drop test 1 compression per 10 seconds

Low compression definitely but the Schrader valve on your gauge is also leaking.

May as well just get rid of that sell it for parts and just go get another one. It’ll be a lot cheaper.
