base pay is not 39. base pay is 20.. you don't reach 39 until after you've reached that pay scale. it's 6 years..

39 isn't base rate, it's literally top rate after 6 years and you fail to mention the people who make 150k a year are making 60-70k of that off of overtime

as someone who works on the docks on New York we are paid 35-40 dollars a hour with certifications, not only that we get taxed like crazy 25% of our check goes to our company, we need just to make 45

You can't rely on OT and they're in the most expensive states. In CA, my husband makes $32/hr and that doesn't cover all the bills. I can't imagine $39/hr going very far in NY and NJ.
