the man is wrong. if you have someone driving you to shops and you stay in car whilst driver goes in to shop, you can be fined. the disabled person has to go into the shop.

My Mum gets this all the time. She needs to be close to the shop door. Someone once shouted at her saying “elderly people shouldn’t be shopping during peak times”.
