When I was in my early 20s in the 1980s, I turned on a 25kV switch (a lot bigger than that filmsy switch) & a monster arc shot across an exposed contact giving me arc eye.

Do the proper testing ( meg to test the insulation and then test for continuity between legs ) and there will be no doubt. Also if you’re wincing and don’t have hot gloves on or any arc flash gear…
