Simple solution. Flats at prime estates are not allow for resale. Thus, can sell lower prices and genuine owners.

I appeal for over 10years to get 3 room BTO in mature estste but got rejected! Finally hdb : we are prepare to accept your application for 3 room but that was the year and next few years there’s no 3M
