In a medium bowl whisk together the flour, brown sugar, granulated sugar, cinnamon, and salt. Add the diced butter and with your fingers press the butter and flour together until you get a crumbly mixture. Set aside. Place in the refrigerator meanwhile. For the apple pie filling: 1. Combine apples, butter, brown sugar, cornstarch, nutmeg and cinnamon in a medium sized pan over medium-low heat. Stir frequently until butter is melted and sugar is dissolved.  2. Bring to a simmer, stirring occasionally, until apples are tender when pierced with a fork. Set aside to cool. For the muffins: 1. Preheat oven to 425°F. Line a muffin tin. 2. In a medium bowl whisk together flour, baking powder, cinnamon, and salt. Set aside. 3. In a large bowl beat the butter, brown sugar, and granulated sugar until light and fluffy, about 2 minutes. 4. Add in eggs and vanilla and mix until combined.  5. Add the dry ingredients to the creamed mixture alternately with the milk. Mix until just combined. 6. Toss the chopped apples in 1 tablespoon of flour and fold into the batter.  7. Scoop the batter evenly into each cupcake liner. Add apple pie filling on top and then sprinkle the crumble. Gently press on the crumble so it sticks to the filling.  8. Bake for 5 minutes at 425°F, then reduce the oven temperature to 350°F without opening the oven. For regular sized muffins bake an additional 15–18 minutes.
