Start with valve lash .. if that dont do it then it needs a cam . The decompression lever on them break off way to easily

One way to tell if relief valve broken, is choke the intake with a rag while trying to crank. If it cranks. Definitely camshaft relief valve gone

There known for cam problems. Take the plug out to check to see if the cylinder full of gas if not adjust the valves and have the battery tested if it did not take care of it replace the cam

Why would you replace the solenoid? You could just jump across it to see i$ the starter was good.

Nope , it has the compression release broken off the cam. See this a lot, you need to change the cam.

Valves need to be adjusted. Briggs and Stratton intec engines are notorious for repeated valve adjustments
