My theory is Batman 2 will have 2 villains like the first one (riddler, penguin) I think the secondary villain will have his/her own limited series leading into the 3rd film

It’s a limited series, why would we need a second season? The show was only made to get him on top so he can be the entry point to the Batman.

no they did confirm penguin will be in part 2, colin said he got tired by the end but he'd be open to come back. and matt reeves said penguin is a part of the script for part 2 in an interview

I think the show works better as a limited series. Not every show needs a second season. That’s how some shows get ruined. But the second season should be Sofia’s season if they decide to do another.
