I’d bring the inspector out looks like old BX and explain to him that your gonna use the jacket as the ground and do a bonding bushing at each side see if it lets it’s fly I see no issues with that

Isn’t is fine since it’s exsistung circuitry you are only there for the a new service and panel so whatever is feeding the existing sub panels should be fine?

I just did an old 1957 house with this . I think it’s old bx cable . The flex looking jacket is the ground. But no ground wire. So I had to add a pigtail from the metal jboxes to pull a ground wire

Gather info of cable, Go through code again, make your case and let inspector decide. its out of your hands at that point. Its still in homeowners best interest to have the safest install possible

it's actually armored cable not metal clad cables not need to run a new feeder , there is not 6ft rule for amore cable

That is bx feeding that panel you can use the metal armor as the ground make sure the connectors are in a knock out the has no concentric or eccentric knock outs if so use a bonding bushing

Not sure if this is what you’re referring to, but when you create a sub panel with a 3 wire circuit, all you have to do is tape the EGC in the sub panel with white tape and land it on the neutral bus.
