From my experience with blower fans, started them with direct line voltage (no soft start or VFD) causes a ton of inrush. The back pressure curve of a blower fan usually calls for a slower ramp.

you can measure on the output side of motor starter and get same result and this way you are checking the cable together with motor, and if anything suspicious you can always go to box the way you did

When testing fuses make sure circuit is de energized as well 👍🏼 I had a coworker that blew one to his face with an energized circuit with a load of 10 amps!!!!!
