1/2 Leg is a smaller target and easier to miss. Leg may not stop the attack. Tazer prongs need to both connect with a certain distance between to be effective. Not everyone is affected by tazer.

I don't need police training to know that the united states has a higher rate of civilian deaths at the hands of police than any other wealthy democracies. Lmfao I love the shoot a leg. NY city council once said this BS. They put them on the simulator and these people shot anything that moved. Easy to make judgement calls from the safety of your house.
