My husband grew up in Japan and said the exact same thing. Bath houses and swimming pools might be iffy, and as a foreigner you’ll get a lot more leeway.

with bathhouses, I've found it to be the opposite of what you said about restaurants - the big city ones with strict policies are more likely to deny you than a lil family run thing in a rural area

Just got back, and as one with scattered and smaller tattoos, it was definitely appreciated when I 1, asked in Japanese, and 2, had tattoo tape present when asking to show intent to respect and cover✌

I am tattooed down to the wrist and knees. I had to find Onsens that allowed tattoos and we were turned away from at least one restaurant. I knew that before going to Japan so I wasn't offended. 1/2

I got manay tattoos and i cant hide them all, living in Kashiwa a relatively small city and beside the occasional kid point at my tattoos and my some old person giving me “respectfully” the side eye

My experience traveling in Japan with a tattooed friend was that it was almost always fine inside big cities. As mentioned, a gym asked him to cover them and we booked a tattoo friendly onsen.
