The first reenactment is actually a person who probably doesn't even know how to surrender something, the second can actually be someone wholly unsurrendered as well. I have been both.

I have surrendered it and I am not like the first reaction. I am happy too and fully trust God and his plans. But sometimes I still get a small pain and longing in my heart.

The tears don’t make you surrender. It brings you closer to it, but many surrender with their head and their feelings. But until you don’t have any attachment to it, you’ll always come back around.
