well in cases like this you can let them either cross your lands or they can get a court order from a judge but the cops can't just show up and demand access with out the documentation

Owner is in the wrong. If there are power lines on his land the power employee has the right to perform maintenance. He will lose any lawsuit and pay a lot of fines to boot.
