From what I understand, Downey Jr learns the script, but also has the writers punch out a bunch of alternate versions of his lines ("Hey you" vs "Oi mate"), and he has the alternates fed to him by earwig so they can get a bunch of different options for the scene that all still fit. Haven't been on set with him to confirm, but have heard it from those who have as confirmation of an article on one of the Comic Book sites.

Johnny Depp had done that because of so many script changes to POTC 5 that no actor on set with a big character role learned more than 20% of their lines due to dialogue changing

a lot of big Studio movies start filming before the Script is done. earwigs might be necessary, cuz the actors don't even have a chance to learn their lines
