Think both are good, you notice that with praise there’s often parentese, which is esp good for development in younger children. I do think encouragement in the way explained is more intentional.

I definitely think this depends on age! I am constantly toddler talking and my son really loves when I tell him good job, it’s short and to the point and helps reinforce when we redirect him he’s 16mo

I try to make potty time fun so we sing and clap and I do give her praise like good job lol but now we sit and she'll be like mommy can you clap 😂
